2025 Annual Report: Delivering Excellence in a Changing World

This Annual Report provides an overview of the progress and achievements of Science Europe across the research policy topics that it worked on in 2025.

With discussions starting on the next EU Framework Programme for Research and Innovation, this also entailed considering Europe's future competitiveness, sustainability, and strategic autonomy. Science Europe and its Member Organisations contributed to these discussions throughout the year to ensure that research is best placed to support these objectives.

A particular highlight was the publication of the Vision & Framework for Research Cultures, which provides a long-term strategic reference point to align research assessment, open science, integrity, research careers, and inclusion across European research systems.

In addition, Science Europe worked on advancing topics such as trust in science, integrating research security into research practices, the opportunities and challenges of Artifical Intelligence, responsible research assessment, the environmental sustainability of research, and Diamond Open Access.

Throughout the year, Science Europe also continued to support the Ukrainian research and innovation ecosystem with shared projects, initiatives, and events to support Ukrainian researchers and align policies towards closer integration with the European Research Area. These efforts underscore Science Europe's commitment to an inclusive and collaborative ERA.
