Science Europe Response to the EU Consultation on Do No Significant Harm in the 2028-34 EU Multiannual Financial Framework

Science Europe has responded to the European Commission consultation on the application of the ‘Do No Significant Harm’ (DNSH) principle under the 2028–2034 Multiannual Financial Framework, calling for an approach that supports environmental sustainability while recognising the specific characteristics of research and innovation.

It calls for clear, tailored guidance and a proportionate, risk-based approach that avoids unnecessary administrative burden and takes account of fundamental scientific values, including research excellence and freedom of scientific inquiry.

Science Europe’s recommendations centre on three areas:

• Commitment to environmental sustainability alongside fundamental scientific values, notably research excellence and freedom of scientific inquiry.
• A balance between the effective application of the DNSH principle and avoiding disproportionate or ineffective administrative procedures.
• Capacity building, awareness raising, and practical guidance that reflect the specific characteristics of the R&I sector.

The response also calls for continued engagement with R&I stakeholders through a structured process of mutual learning, helping to ensure that the application of DNSH is both effective and appropriate for the sector.
