Science Europe Position Statement on the Future of the European Open Science Cloud post-2027
Science Europe has published a new position on the future of the European Open Science Cloud (EOSC), calling for a stable and sustainable framework under the next EU research and innovation programme (FP10).
EOSC is a key initiative for advancing open science in Europe, enabling researchers to access, share, and reuse data, tools, and services across disciplines and borders. As discussions on FP10 progress, Science Europe emphasises the need for early clarity on EOSC’s future governance and funding to ensure continuity, avoid fragmentation, and maintain trust within the research community.
Science Europe supports the continuation of EOSC as a Work Programme-based European Partnership. This model would combine stability with flexibility, while preserving its tripartite governance involving the European Commission, participating countries, and the research community, through the EOSC Association.
Beyond its technical role, EOSC is a strategic instrument for strengthening the European Research Area, supporting the free circulation of knowledge, and reinforcing Europe’s position in an increasingly data-driven and competitive global landscape. It also demonstrates how openness and data sovereignty can be mutually reinforcing, particularly in the context of growing use of artificial intelligence in research.
Science Europe calls for a clear and robust framework under FP10 to secure EOSC’s long-term future and enable the research community, and society as a whole, to fully benefit from open science.
